Transformational Leadership as a Driver of Quality Culture in School

Schools increasingly implement quality assurance systems, accreditation, and standardized management practices to enhance educational quality; however, these initiatives often strengthen procedural compliance rather than cultivating a sustainable quality culture. Although transformational leadership and Total Quality Management (TQM) have been extensively examined, existing studies provide limited explanation of the organizational mechanisms through which leadership institutionalizes quality values within schools. This conceptual paper addresses this theoretical gap by developing a middle-range theory that explains how transformational leadership drives the emergence of quality culture through sequential organizational processes. Drawing on transformational leadership theory, organizational culture theory, and TQM, the study integrates psychological empowerment, collective commitment, and continuous improvement into a unified explanatory framework termed the Transformational Leadership–Quality Culture Theory (TLQCT). The proposed framework positions transformational leadership as the organizational catalyst that transforms individual commitment into institutionalized quality culture, thereby redefining quality culture as a strategic organizational capability rather than an administrative outcome. The study advances theory by integrating previously fragmented perspectives into a coherent explanatory model and provides a conceptual foundation for future empirical research examining the dynamic development of quality culture across diverse school contexts.
